Singapore’s C3T launches Green 100 Movement to Help SMEs Seize Green Growth Opportunities

The Council for a Competitive Climate Transition (C3T), co-chaired by the National Climate Change Secretariat (NCCS) and Singapore Business Federation (SBF), has launched Green 100, a national movement to help SMEs embark on their sustainability journey and capture new growth opportunities.
Green 100 brings together large enterprises (“Queen Bees”) to encourage and mobilise SMEs in their supply chains and business networks to take their first step in sustainability reporting and capability building[1].
Green 100 is anchored on the newly announced TR 149:2026, a structured, sector-agnostic framework that helps businesses assess the maturity of their sustainability efforts and identify areas for improvement. TR 149:2026 was launched by Enterprise Singapore through the Singapore Standards Council, alongside Green 100, at the inaugural Singapore Climate Transition Forum during Ecosperity Week.
Under Green 100, each participating Queen Bee will invite at least 100 SME suppliers, partners and customers to begin their sustainability journey by undertaking basic sustainability reporting at no cost and in alignment with the TR 149:2026 framework. This approach encourages Queen Bees to strengthen sustainability engagement across their value chains, enables their SME partners to enhance their environmental competitiveness and resilience, and facilitates the rapid adoption of TR 149:2026 across multiple Queen Bees’ networks.
Helping SMEs get started simply and at low cost
To drive Green 100, C3T will partner Gprnt[2] and the Singapore Environment Council (SEC)[3] to provide SMEs with a simple and accessible pathway to participate.

SMEs can either sign up directly on the Green100.sg website or respond to email invitations from Queen Bees.

They will then be directed to Gprnt digital platform to complete a simplified disclosure aligned with the Essential level of TR 149, at no cost.[4]The process is expected to take around ten minutes for most SMEs.

SMEs that complete their Essential disclosure will receive a digital Green 100 Badge on the platform.

Those that need more support can also approach SBF for affordable training and advisory services.

The Green 100 badge comes with a unique digital identifier to support third-party verification and give SMEs access to opportunities. These include:

Listing on the Green 100 Supplier Registry, which improves visibility to buyers looking for sustainability-ready suppliers.

Access to the Green 100 Network, which will share alerts on green procurement tenders and sustainable financing opportunities.

A ‘first step’ for SMEs to work towards more advanced sustainability qualifications such as the Singapore Manufacturing Federation’s Green Excellence for Business (GEB) mark, the Green Excellence for Manufacturing (GEM) mark, and the SEC’s Eco-Spaces certification, based on their needs and business context.

Twenty-two Queen Bees have joined the movement and started inviting their SME partners to participate. Their early support and feedback have helped shape Green 100 and strengthen its rollout (see Annex B for list of organisations). C3T urges more companies – Queen Bees and SMEs alike – to join the growing Green 100 community and take active steps to enhance the long-term competitiveness of their businesses.
Next steps
Future phases of Green 100 will build on the Essential level and support companies in progressing towards the TR 149:2026 framework’s higher levels, namely Bronze, Silver and Gold. The C3T will continue working with ecosystem partners to ensure the movement remains practical, inclusive and commercially relevant. This includes exploring ways to connect SMEs with solution providers, as well as expanding access to green procurement and financing opportunities for companies that attain higher levels.
Insights gathered through the Green 100 movement will help inform future refinements to the TR, ensuring that it remains current and fit for purpose in addressing evolving industry needs.
[1] Green 100 draws on insights from SBF’s 2026 Budget Recommendations and the Gprnt-PwC 2025 SME Sustainability Barometer, both of which highlighted the important role Queen Bees play to mobilise and support their SME networks to meet growing sustainability expectations and improve access to opportunities.
[2] Gprnt (pronounced ‘greenprint’) is a digital platform launched by the Monetary Authority of Singapore with the goal of harnessing technology to make sustainability reporting accessible, to empower businesses to measure and act on their sustainability efforts at scale.
[3] The Singapore Environment Council (SEC) is a non-profit, non-governmental organisation which aims to strengthen credibility of environmental claims through independent verification, and advance environmental discourse in Singapore and the region.
[4] An Essential disclosure requires SMEs to (1) track their electricity, water, town gas, machinery fuel, and vehicle fuel consumption values over the past year, and (2) confirm that they have enacted (or are in the process of enacting) foundational measures to become environmentally sustainable organisations, such as developing basic policies to manage their utilities consumption over time.
